Below are the most common applications, forms, and fee schedules. If you do not see the form or information you need, please contact Community Development Department, 541-766-6819.
We are available by appointment Monday through Friday from 9 AM to 1 PM for application submittals. Applications will only be accepted in-person at the office, by appointment. Accommodation can be made for remote applicants.
NOTE: If your proposed structure or demolition is within the floodplain you will also need to submit a Floodplain Development Application.
Building Applications
General Information
Job Description – Please state if the project will be increasing in footprint or remaining within the same footprint. This will help determine the type of review process necessary for the project.
Additional Bedroom – If additional bedrooms are being proposed, you will need to complete an Onsite Septic Permit Application along with the Structural Permit Application.
Prescriptive Roof Mounted Solar Array System – Requires a Structural Permit Application and Electrical Permit Application. Please note: Ground Mount Solar Array System need Planning Approval. Please call 541.766.6819 and ask to speak with a Planner.

- Change of Use Permit – Residential structural change of use, occupancy, or expansion of a living space. This application is for the following:
- Replacing a dwelling by converting the existing dwelling to an accessory structure (storage, shop, etc.).
- Changing the use of a structure or portion of a structure (bedroom to a short-term rental).
- Changing the occupancy of a structure or portion of a structure (shop space to a bedroom).
- Changing both the use and occupancy of a structure or portion of a structure (barn to house).

Structural Permit Applications

- Site Plan & Checklist – For any structural related applications such as Agricultural Exemption Permit, Demolition Permit, Change of Use Permit, Manufactured Home Permit, Single Family Dwelling, or projects that expand on the existing footprint of a structure, you will be required to submit a Site Plan (plot plan) which provides a map of the existing conditions on your property including where existing items are such as structures, wells, and septic systems, and where your proposed project will be in correlation to them and property lines. A complete Site Plan no larger than 11”x17” must include all the items listed on the Site Plan Checklist.

Partitions
A land division is considered a partition if less than four properties are being created each year. There are multiple applications for partitions depending on the size, zoning and minimum parcel size or density of the parent property.
- Partition – Ministerial Review. Only for resource zoned properties (Exclusive Farm Use, Multi-Purpose Agriculture and/or Forest Conservation) that will meet the minimum size requirements. Cannot be used when the parent property can be divided into 6 or more properties.
- Partition – Standard Application. Cannot be used when the parent property can be divided into 6 or more properties. The following applications and information may also need to be included:
- Water Supply Requirements for Partitions. Requirement: email permitcheck@bentoncountyor.gov for the application to start the well pumping test process.
- Properties located within the Corvallis Urban Fringe and the Urban Residential or Floodplain Agriculture Zone, must also include:
- Series Partition – Preliminary Plat Application. This application is required when the property can be divided into 6 or more properties, regardless of whether or not the proposal is to create less than the maximum amount.
- Pre-Application Conference – Required for series partition
- Properties located within the Corvallis Urban Fringe and the Urban Residential or Floodplain Agriculture Zone must also include:
- Series Partition – Final Plat Application (Use to complete each phase of the approved series partition)
Property Line Adjustments, Tax Lot Creation, and Subdivisions
- Create a Tax Lot/Deed Release. Creates a new tax lot, not a new parcel. Typically done for construction financing.
- Property Line Adjustment. Required to adjust the property lines between two properties. Additional application forms are required when more than two properties will be adjusted. These applications can be reviewed concurrently, if applied for on the same day.
- Subdivision. Required for creating 4 or more properties in a year.
