Permitting Process, Forms and Plan Reviews
Benton County is a “full service” jurisdiction. The Building Division of Benton County covers all construction in areas within the county boundary, except within the city limits of Corvallis, Philomath and Albany.
Building Permits Required
For most project types, the county requires building permits to be obtained before work commences. Work without a permit is subject to investigation and fees under Benton County Code §11.130, Work Without a Permit / Investigation Fees.
Some project types do not require building permits.
- Residential work that does not require a permit.
- Commercial work that does not require a permit.

Timelines
Permit applications for work regulated by the latest adopted Oregon Structural, Fire, Mechanical, Plumbing, and Electrical Codes are issued over-the-counter when possible. If the permit requires in-depth review, the permit is issued as soon as all department approvals are received.
An application for a permit for any proposed work shall be deemed to have been abandoned if work is not commenced within 180 days after the date of issuance.
Master permits and Minor Label permits are issued per OAR 918-100 Special Alternative Inspection Program Rules.
Plan Reviews
Documents submitted for plan review must comply with the requirements of latest adopted Oregon Structural Specialty Code Section 107.2 or Oregon Residential Specialty Code Section 106.
How to Apply
Building permit applications can be dropped off in hard copy to the Building Division front desk or submitted online via the ePermitting website
